Well, with the way the characters set up and the way you have the colors to differentiate the protagonists from the antogonists. With the "hero" so to speak in the foreground with the focused colors. AND it sets up a situation that would seem to involve an interior story.
....yea, I'm a geek. But it just screamed cover for me. Like an issue 4 cover.
note:
issue 1: tends to introduce the character
issue 2: tends to introduce the villains and plot
issue 3: tends to have the kickass brawl everyone had been waiting for
issue 4: main character is in some kind of peral (thus the cover situation), but overcomes it

the poor thing! this piece screams "felonious crime syndicate" to me...
well, the red white and blue theme is very dynamic.
