All pixel art is done with microsoft paint but tutorial is put together with photoshop cs6.

One question though, how do you scale the pixel art without the pixels blurring out? I cant even scale it a pixel difference without the entire thing blurring beyond recognition.

Once you have a pixel image done you can't scale it down, you can scale it only up.
