The hiatus is over guys!Here's some stuff about Blake that wasn't addressed in chapter 5 back then.
I tried a fairly chibi art style for this so NO, they are not minors. >_>

Hard to say but it's possible in theory. The lower body of the horse would have no bones, and it would be "floppy" as a result. Unless there was another person inside there of course. :3
Also Blake would need more than her usual amount of biomass, so you'd need to feed her a lot of water, proteins and carbohydrates and even so the effect is temporary.

Blake can move it if she needs to. There are no actual inanimate parts in Blake's body, but even so the tail usually just dangles there.

It dawned on me that as Blake is speaking she's moving Petra's limbs along with the dialogue. If Blake can't force Petra to move is Petra "playing along"? Maybe with Blake sending some signal "move this way" and Petra acquiesces?

Correct. This is actually something that will be covered in next Skinsuit Stand-In chapter, but living suits cannot force their owners by sheer force since they lack muscle strength.
Blake is basically whispering to Petra how she should act inside the suit (Like earphones sort of). It reminds me of those mascot stage shows where a voice actor is speaking to the microphone behind the stage and the actor is in a costume and acting on the stage.

So if Petra has been, assumingly, herself over the past several weeks with Blake forming normal clothes has Petra been wearing a "Petra Skin Suit" or does Blake restrict herself to just being the clothing in those circumstances?

It would to certain extent. Blake can tuck and pad her host to make him look (and sound) like a girl. Since the host and Blake share a sensory link, meaning the host feels everything Blake does, he can feel Blake's genitals as his own (whatever Blake wants them to be at that moment. Vagina, dick, both...). It works to the other way too, making a female host male.
This effect is unfortunately reversed as soon as the host stops wearing Blake.

Look at other ask blogs, most of the ones here on DeviantArt are just like casual conversations with the OC and the artist can choose any comment they want to answer. Some are also story-driven, but given the nature of this channel, a comedic theme is more fitting to say the least!
