The thing is, Tommy and Angelica are cousins & since Rugrats is an American property, incest is a no-no. Thu,s I don't see why Tommy should be making a comment about Chuckie kissing his and Dil's cousin.

He didn't make a comment; he actually made the joke of sorta throwing Chuckie towards Angelica (causing the impromptu kiss); cause Tommy knows the two have a huge crush on one another, but dance around it.
Angelica, being Angelica, got annoyed (flustered and not liking to look foolish) and punches both of them.
Tommy would protect Angelica because she's family, but Chuckie is his BFF and he knows Chuckie would never hurt Angelica; so I see him being cool with it. (But still teasing them both)

Yeah. Probably misread the way the "You got to kiss her" comment was presented, I suppose. The way you discussed the situation reminds me of the comic strip, in which Tommy makes the comment that "She (Angelica) wants you (Chuckie) yet doesn't want you" [ i8.photobucket.com/albums/a2/T… ], in a sort of Helga-like "I hate you and yet I love you" kind of way (since Craig Bartlett helped Paul Germain craft Angelica's personality).
