I had a few speculation that the she might be build  by Gero modeling her after his late wife ( like he did with 16) or just built himself a wife for his own needs. She may help around in the lab seeing her in the lab coat( what I can assume) in the pic she was presented. So she might have been built as an extra hand as for all other androids he made to illuminate his enemies.

Maybe we'll be able to learn more about her when she gets realized in fighter Z perhaps when she happens to be playable ? I definitely play as her with it
