It would help if you explained when and where dithering is a more viable option. Like others have said, sometimes smooth transitions are possible and the best choice and it's good to expleain the pros and cons between the two.

i thought it's clear that the left pic is for pixel art and the right for none pixel art
and if somebody don't care about pixel art or none pixel art he can use what he want, but it's not pixel art anymore if he choose the soft transitions

You don't have to. It's up to you how you make your art. Every style can look nice.
I still think pixel art is about choosing colors and place pixels explicitly. But it's just how i think, so nothing important. Just a person in the internet. So don't feel offended.

I'm saying that even with pixel art tools that stays true to wikipedia's definitions, you can effectively fake the appearance of soft transitions. It just takes experience with the medium to know how to use it right.

i don't say that you can't make transitions, only that you can't use the transition tool for the pixel art stuff if you want to make pixel art
