Chain Chomps are large ball-and-chain-like creatures that are usually chained to a post or a wall, though some are shown to be independent of chain or restraint. They possess large, sharp teeth, hence the name "Chomp", and canine-like qualities, such as barking and lunging at people, and as such, are frequently used as guard dogs, mostly by Bowser's army. If Mario were to pound down the post they re chained to, they could go flying off in the direction they are lunging, preferably not upon Mario himself. Interestingly enough, a Chain Chomp named BowWow appears in Legend of Zelda: Link's Awakening.
Chain Chomp appears in the Super Smash Bros. series as an Assist Trophy, serving their natural purpose; pacing around the spot they were summoned in, and lunging toward whatever opponent gets too close. A hat in its likeness is also available for all Miis to wear.

The Chain Chomps are my favorite enemies from Super Mario Bros cuz they're bassed on Doggos
