hmm, too many tips! but I think first thing first is to find what you want to paint, use references, or any inspiration you can find, plan it on a piece of paper, then use whatever tool you can use to have it done,
for example, if you use pen or pencil on paper, if it helps you can use rulers, colored pencil, whatever, don't be too constrained with one tool only.
in my case, I use 3d base, photo textures, photoshop brushes, anything that can help me build concepts in less than hours.
