It is a nice picture, but I think it would be better if the ancient power and force that kyogre -is- would have been portrayed. Not some anime girl with a bubble.
Then again I don't really care for humanized pokemon,, it seems so often that they are made 'sexy' as it were, no thank you.

and as a quick add, kyogre was a somewhat menacing figure, it's eyes stare at you with a scowl ( trust me,I have the big plush of it), and it could drown the world if it was provoked enough.
It's always a good idea to try to capture a character's personality in drawings.
