In a way yes, it's a spiritual successor to the clock tower series but it's still apart of the CT series. 
It was originally meant to be Clock Tower 4 from what i read awhile ago.

Sounds cool I had one Clock Tower game on ps1. It was the sequel for the NES version.
But i was terrible at it XD
