Yeah, don't really know either. I guess whatever the writer chooses. I read the original comics. She doesn't really have any personality there. But hell, you could say that basically about every single character in those comics. Such stiff and artificial portrayal of characters was probably customary at that age.
She kinda does have a personality in the TellTale game, though she was short lived. The lack of screen-time and the very specific circumstances she was in restricted what we could see.

My favorite version of her was the one in the TellTale game, too, even if she didn't appear much because of what happened to her. I feel like all of her appearances after the cheesy 80's comics have her in some sort of backstory/retcon/dream to justify why she's not with Rocket any longer.

Yeah. And despite using retcon/dream/whatever realities to bring her back differently every time, they still introduce new female otter character too, also without a personality. Probably just shock us by subverting our expectations... just for the sake of it. This writing where they keep adding characters without personalities instead of using existing characters also without personalities reminds me of writing of Sonic games.
I liked how in the TellTale game, she had one nice quiet moment with Rocket where she was safe for a minute, so she could manifest her playful behavior by provoking Rocket a little... but not too much for it to be obnoxious. She got serious as soon as it was appropriate and needed. Too bad that I don't see such quite frankly basic things in writing anymore.

the new female otter, Otta Spice, DOES have a personality: she's a greedy, spiteful, manipulative bitch. She was still there to subvert out expectations, though not in a good way. I agree with you about Sonic.
Yeah, it's a real shame she just died to give Rocket a tragic backstory. She was the best part of those otherwise lackluster games.
