Who can blame him, She-min would probably be his best chance to "get it on" with a legendary that's about his size. (^_^)

Pikachu's face was greatly inspired by the avatar of the person who did the suggestion, and of course his lecherous look makes the picture a lot funnier.

Some further complications:
Celebi timetravels at random, Manaphy is a male only species as far as I heard, and I can't see the chu being interested in Phione since it's just a bit on the creepy side with it's single leg and all.

Shaimin's standard form definetly seems female, with the flowers in its hair and all, so the sky form should technically have the same gender.
