I'm gonna say it again that it (borderline) bothers me that his hoodie is in sharp focus, but his chest, cheek, and the background have some type of pixelation effect to them.

There's no "effect", it's just not as in focus as the rest of the image. There's nothing wrong with it; it's a photograph. The settings you choose determine focal depth. And I'm sure our young master here knew just what he wanted - because he's brilliant!
