EDIT September 2010:Wow this is old!
I thought I would update a few things.
FIRST: I use 5 frames now instead of 4. Order will be: Open; Half; Closed; Half; Open.
SECOND: My preferred timing has changed as well. I now use (in order): 1 sec; 0.05 sec; 0.1 sec; 0.05 sec; 2 sec.
THIRD: Just a recent example of what those timing changes will look like when put together: [link]

I have CS3 but I'm pretty sure that it's roughly the same for any.

You mean to get the animation window open? O:
You click on 'Window' up on the task bar, where 'File' and 'Edit' are.
So you click it an a list should drop down and then click 'Animation'
