This thing is long to explain. First, this isn't Megaman here, but Missingno in his humanoid form.
This came from his encounter with Lan and Mega.

This drawing had been made to make me practice with full body GT pose, and ended up with the possible first scene between Missingno and Vivi, as she was 3 years old and just entered Poketopia/is still on Earth ?

For a Pokemon artist, drawing characters from other fandoms can be quite tricky, and this poor Megaman.EXE didn't escape it, I fixed his face a dozen of times...
But I'm quite proud of the final result, the disze difference is very awesome, and that's what I wanted to make.

I know the fact EXE is Missingno's other form will annoy some people, but remember this is just an AU. I do explain why Missy have this appareance in this one shot : viviwantstobattle.deviantart.c…
I need to revamp this but this is why Missy look like this.
So for the love of Arceus, don't complain about that point.

I liked making the background, I tried the brush thing on SAI to it. And as you see, I tried to play with shades quite a lot to increase the size difference. For those reasons, this thing might be my GT drawing I managed to do the better way.

As for what Missingno says, it's the reference of what happened before this scene. Missingno, in my AU, is a living weapon that was made to kill, kill and kill. His feelings are a glitch so he is bipolar and can be a killing machine then a living plushie.
When he first saw Vivi, he aimed his buster ( because he has the buster too, yep) to her and poor Vivi freaked out, and ran away.
But Missingno regained his senses and decided to go after her, because it was his chance to approach someone..
Unfortunately, poor Vivi seems to completely fear him now...

Don't worry, those two will become the closest friends, but it will be long for the both of them, as Missingno fears her too.

Megaman for Megaman.EXE appearance. If you don't know it yet, EXE became my fav non-Pokemon character, outpassing Hades from Saint Seiya...
