Interesting thing about vectors: You can shrink and increase their size drastically, and they'll still typically look good as long as the original was at least a medium size.

Thats why I like vectors, this was one of the first couple things I did when I first started with vectors, vectorizing some toons.

Thanks, if you're looking for a free way to pick up vector art I can suggest checking out Inkscape, theres a few other apps that slip my mind but that one is to Adobe Illustrator what GIMP is to Adobe Photoshop, basically the open source alternative.
Personally I use Adobe Illustrator and love it.

Does anyone have an idee how old she's actually supposed to be? She looks 14/15, but she said in an episode that she studied electronics or something (that would make her seem a little older). It's always hard to tell with these characters.

Well all I know is she's in her teens as all the legionnaires are supposedly in their teens through the course of the show.
