Experience. Being around Celestia's incompetence made her learn when things go to hell.

She's not totally incompetent, just optimistic to a fault. She sent Discord after Tirek to give him a chance to redeem himself, for example, and when "Cadance" started acting like a jerk, she just told herself that Cadance was stressed and things would work out. She probably did the same thing when Luna started showing signs of jealousy. She isn't incompetent, per se, she just has a bad habit of ignoring subtle hints of trouble on the horizon.
That said, not at least checking out Twilight's suspicions was a bone-headed move. Celestia trusted Twilight with the fate of Equestria; the least she could do is give her suspicions the benefit of the doubt. She's not a terrible ruler, but she could stand to learn from her mistakes.

Discord - lord of chaos
Even with giving him a benefit of the doubt she should have went along with him just to be safe. There's being optimistic for someone and then there's risking the lives and safety of your kingdom. Celestia knew Discord was easy to sway but she sent him alone anyhow. She decided to make a gamble with the kingdom she is suppose to protect and serve.
If she wants to give Discord a chance to prove he's redeemed, fine, but there's absolutely no need to risk every single thing there is on it.
It's simple logic!

Like I said, she's optimistic to a fault.Β Someone needed to go after Tirek, and Discord had the powers to track and capture him. She saw an opportunity for him to prove himself, and thought he had come far enough to make the right decision. That said, she should not have gambled everything on a being known for being unpredictable and untrustworthy.
I never said trusting a nutcase with the safety of Equestria was a good idea, just that she had a good reason. And since Twilight usually manages to make things work out, I doubt she'll learn the difference between trusting and foolish anytime soon. EquestriaΒ is peaceful and prosperous under her rule, so she obviously isn't a terrible ruler (from what we've seen of the Canterlot nobility, I doubt they're responsible). She might have had help from Cadance, but I imagine she did more of the helping. She's good at most aspects of ruling; she just needs to put Twilight in charge of all things "Ancient evil escape." And by "in charge," I mean TwilightΒ decides how to handle things.

They don't even have attitude. Everyone knows you send teenagers with attitude to fight monsters, then you give them giant robots that combine into a super robot when there's a giant monster.

It's certainly fortunate for 'Tia that Luna doesn't recognize the measures 'Tia is taking to deliberately sabatoge her own party, or possibly chooses to play along. The Gala would sure be boring if Luna fixed the impending disasters.
