I actually kind of like Gardevoir having legs/feet. Something else you could've done is make the dress longer to cover up the legs and/or glue the legs to parts of the dress on either side

Gardevoir DOES have legs, it just doesn't have feet. Look at the model in the pokedex entry in X/Y. They totally have legs that go all the way to the ground, you can even see them more clearly when they use certain attacks and the dress flips up. I didn't want the figure to stand on the dress because then I'd have to make it much stiffer and it would limit her posing anyway.

Well, if you did do Gardevoir's legs like how they usually are, that would make Gardevoir standing up without the use of a baseplate rather difficult as it would keep falling over.
