programs like imageready or photoshop (the actual version) have an animation toolbar. This is what I use. Other people like to use fireworks, or other programs.
You can google search "how to make animated .gif's" and probably get a better answer. Photoshop and imageready are the preferred for most, but also cost money, so a free version will probably always be a lesser quality product.

In case you don't know program's yet I use giffun which is a free gif animator program :3 not sure if they have a PC version though, lol
