It amazes most to learn that Neptunia was born an ordinary fish. What she can remember of the days before her forced evolution suggests she was content with life swimming about the reefs off St. Canard's coastline. Then, one day, something new came to her home. A ship on the surface began to toss large barrels overboard. It never crossed Neptunia's simple fish mind to be scared... until it was too late. As she attempted to investigate the falling barrels, she was struck a glancing blow by one and left stunned, floating in the ever-more-contaminated water as the barrels piled up around her. Neptunia only remembers what followed as a seemingly endless symphony of pain as her body mutated and changed, her very BONES shifting position and new organs growing. When she finally regained her senses... Neptunia was no longer what she had been, instead transformed into a disturbing amalgamation of icthyoid and humanoid biology. Struggling to make sense of what had happened, Neptunia discovered her mind had also been evolved, now capable to thoughts FAR beyond any normal fish. Eventually, Neptunia discovered many other sea animals who had been mutated by the surface world's endless dumping, and they vowed to make sure what happened to them never happened to any other marine creature. In her first appearance, Neptunia led an attack on St. Canard, planning to flood the city and leave its people neck-deep in their own garbage. Easily besting Darkwing in hand to hand combat, it was Quiverwing who managed to reason with Neptunia and her allies, convincing them that not ALL Surface-Dwellers were bad, that in fact, many were working to STOP the pollution. Impressed by the young duck's courage, Neptunia agreed to give the surface a chance and called her forces back.

Adapted to life underwater, Neptunia's strength, speed and durability far surpass even the finest athlete. At some point in her early adventures, she discovered a magic conch shell horn that allows her to summon and command all non-mutant sea life, as well as a magical trident that fires energy blasts that respond to her mental commands. Where or how she got them remains her own secret to this day.
