She stopped using her future vision, Jasper throws out her guess about that on this page - "almost like you didn't know what to do" - and Garnet confirms it by turning around and showing her eye is closed.

... what? None of the gems give a rat's ass about what the humans think. There are multiple occassions of them just flaunting their powers without a care from the getgo. Pearl summons her weapon to fight Frybo, all of them change clothes and use their powers in front of the Pizza family, Garnet has no qualms about telling Renaldo the monster attacks happen because the CGs live in Beach City, the humans don't even blink when told about Lapis Lazuli being the one who stole the ocean and so on and so forth.

they Pizza people thought they were "talented", she tells Renaldo because he's insane and she wanted him to leave, half the people that saw Peal fighting Frybo probably thought they were just seeing stuff because most of them were asleep after they ate the fries (I mean, getting it shoved down their throats) and finally, Garnet was explaining it to Mayor Dewy (the other humans shouldn't of heard), also there was worried voices in the backgroundΒ

And that proves what exactly? They still told and showed the humans without a thought. No hesitation. No worry that anybody saw anything weird. And the Dewey example is especially bad, because Pearl showed the ENTIRE CROWD a hologram of Lapis, even if you want to argue that they were only talking to the mayor.
But hey, here are some more examples.
The Gems came to meet Mayor Dewey's ancestor and saved him against a monster, then brought his ship safely to shore. They just went and did it.
Amethyst transforming in front of Greg the first time they meet.
The Gems don't show any concern about what the humans will think about the Red Eye. They just want to get rid of it.
They don't stop Steven from going around in broad daylight with Lion after finding out Lion showed up at their doorstep.
Pearl isn't worried about Sadie and Lars seeing Sugilite, she just wants everyone to get to safety.
When the Gems unfuse from Alexandrite during the dinner with Connie's parents, are they at all concerned that they were seen doing magic stuff? Nope. Pearl's only concern is that she almost ate something.
Steven takes Lars and Sadie to Mask Island via warp pad without a second thought. Obviously he was never told not to do that, which should be a major thing if the Gems wanted to keep their magic hidden.
Garnet encourages Stevonnie to go out and have fun, despite that she must know that Steven and Connie very well might (or she knows they will) unfuse in the middle of a crowd.
Amethyst transforming for Vidalia and Onion. Obviously Vidalia already knew by then but that just means she was let in on the supposed secrets long ago.
Amethyst transforms into Lars to mess with Sadie.
The Gems breaking into the lighthouse to save Steven from Renaldo. Garnet must have known that there were only humans in there.
Steven goes around showing off his cat fingers. Obviously the Gems would have told him not to do that kind of stuff if they were concerned about secrecy.
Peedee doesn't question it when Steven brings Frybo to life. Connie likewise just accepts that Steven has trapped them in a bubble. She wants out, but she's not that surprised. They KNOW these weird things happen. Maybe not WHY but it's not that strange to them.
Somebody just threw a shoe at Lapis and Steven when they were out flying. If people were unused to these kinds of things, there would have been more than the "Get out of our skies" shout.
Is that enough yet?
But, back to Garnet being able or not able to turn off her future vision at will. Let me tell you about something called Artistic License. Basically it means that writers and other creators bend the rules a little bit to make something work. The trick is to not suspend the reader's disbelief. Obviously that didn't work so well with you, even though I haven't seen anybody else protest about it. However, it comes down to this.
Either:
1. Garnet is in control of her powers. This means that she must be able to turn her future vision on and off at will.
2. Garnet is NOT in control of her powers. Her visions are completely haywire and she can only follow along helplessly, and (based on how Steven experiences future vision in Winter Forecast) never knows when she's in the present and when she's in a vision.
Now which one seems more likely?

Good, we agree about Garnet's powers when it comes to control, at least.
The fact that we've never seen Sapphire with her eye closed is NOT proof that she can't turn off her power by closing it. It's only proof that we've never seen her with her eye closed.
Garnet is also different from Sapphire because she has three eyes. Her third eye is placed on her forehead, which is symbolic for having a "mind's eye", that is, be able to see things that others cannot. Closing it is therefore a logical metaphor for turning off her future vision.
I'm still confused about why this detail is so important to you. It really isn't a leap of logic.
