I'm going to have Captain Clara leave the castle guard after a big massive row with her sister, followed by a duel that she'll lose -to a half-elf,- and humiliated and embarrassed, she'll pack her stuff, write a letter of resignation, and leave. This will really upset everyone back at the castle because Clara will be back as a mercenary for hire, and a mercenary for hire who knows the castle security very, very well. Clara would never hire herself out to someone who would have her go against the castle, she just doesn't think she's fit to be a part of their guard anymore. Clara's sister will probably try and replace her, though the job will go to Andrew. Clara will end up in San Hiver. Any openings in the San Hiver underworld for a she-elf mercenary, who has the skills to make a good assassin? She'll probably eventually be a spy/assassin working for the Catland government.

I think assassinating people and prostitution are technically illegal under Catland law, it's just that the government there are smart enough to realise that the guild tend to serve out justice more efficiently than the Catland guard.

I think it's a case of "You don't arrest me, we keep working in the shadows"/"you keep working in the shadows we we won't arrest you" type deal

There are some people (like Rikard) who would probably like to see an efficient guard, no assassins and no prostitutes, but quite a few of San Hiver's officials don't want to change anything, because they enjoy the prostitutes, and the assassins tend to keep the really nasty people out of town. Nasty people don't last long in a town where the relatives of victims can get pointy retribution for a reasonable fee, and the local criminals have morals. It's also just too expensive and difficult to try and make the San Hiver guard efficient.

however, that's probably true. San-Hiver would probably be a lot worse of if Patricia and her ilk disappeared.

With the medieval technology, lack of forensics, large amount of magic, lack of monetary resources (Catriona's been big on education, hospitals and trying to iron out economic injustices, and big on major construction projects and infrastructure, but lacking slightly in defence and security, and she needs to do more for the orphanages, as the Church of Bast don't really have the skills base and money for running orphanages. Temples are expensive to run, and priests are priests, not social workers, teachers, carers and step parents.) and the general fact that most members of the guard are there because they're not good enough for the army, and the fact that nobody ever reports crimes to the guard, or talks to the guard, or really volunteers for the guard... Rikard's not really up to fixing all of that, and so the the Hand and his organisation do more to keep the peace as criminals than the guard.
