Because Shadow was and is a total pervert. It's no secret that pretty much all he did in Sonic The Hedgehog (2006) was stare straight at Rouge's boobs while she was talking.
Something silly and quick I threw together a few nights ago.

Whoa...looks like a few people may be taking this a little too seriously. It's just a joke, guys. However, this IS based on real in game video from Sonic The Hedgehog 2006 where Shadow appears to be staring at Rouge's chest.
This isn't a stab at Shadow, or an insult to him in anyway.
Trust me, I love Shadow (AND Rouge) just as much as anyone.

Lol I love their faces and the fact that shadow wasn't paying attention to her the whole time lol! But I think the only reason it looked like that was because since she is slightly shorter than him whatever sega used to animate them it made shadow's head go a bit lower than it was supposed to heh..
