In terms of critiquing your work, I've got to say, that I am really digging the technique used for being able to not just give a good lineart, but also the fact that I'm liking the coloring technique and the choice of colors.
The texture for the coloring is phenomenal, alongside with your choice of colors and shading. It gives the picture a great deal of substance, in contrast to your run of the mill illustration. Not many artists do this. The same can be said with the color choice for the background. Separation from the background is also a bonus too with the white outline outside of the original outline.
The originality is pretty good, but not something that completely stands out per se in terms of being "creative", but being able to replicate Electabuzz in your art style is pretty good nonetheless.

Yeah man, just keep it up. Art is always gonna have you in a state of refinement of technique and skills. It's always good to keep improvising and improving in your craft in a direction that works well for you.

That's a cool-looking Electabuzz you got there. I like how shiny he is. Also, he has a great figure. You made him look imposing without being overpowering.
I see that you had blended elements of the background with the Electabuzz. Both have textures that look similar to each other. The saturation of the red in the background matches the lighting on the Electabuzz.
