I think Widget came from the same parallel universe that Negaduck came from.
We all know from the comic "Legend of the Chaos God" that "Chip and Dale: Rescue Rangers" and "Darkwing Duck" take place in the same universe, so logically the Negative Universe (Negaduck's home universe) would have its own equivalent of the Rescue Rangers.
Thus, Widget Hackwrench is the Negative Universe version of Gadget Hackwrench.

Yes, SRV Albacore has a window. The one that you see in the background was added about eight years ago. Portals for visual observation by submarines are nothing new; even the bathyscaphe Trieste had a small plexiglass portal. The design of a suitably pressure-resistant portal is somewhat less challenging when it only has to span a few inches, although it did take some doing.
The Albacore does not, however, have a screen door...
