I often buy them in japanese online stores who also deal with customers from Overseas, like AmiAmi, Hobbbysearch, HLJ or Big in Japan.
These figures get announced through the whole year, most of the time you have to place an order in advance to be able to get the desired item.
There might be similar shops in the US. but from Japan it's less expensive ^^
