That's a possible solution! There might be places where they swim close enough to the surface... but it would be hard to aim through the surface refraction of the light...

Hm... to be honest.... I haven't quite thought that through. Spearfishing isn't much of an option, unless it's in a river or so where one can stand... hm... small traps? Fishing rod? Maybe he just grabbed them off a market stand. xD
