Because that's how they wrote out his dialogue when he first appeared in the manga. It kind of stuck with me.

Yeah (typesetting that must have been a bitch), but I found it charming enough the first time and to me it seemed like a neat way to convey how raspy his voice is.

I can sorta see Tororo not switching it off, leaving Zoruru there until someone else stumbles upon him. (I may have to do a follow up drawing depicting just that.)
