Description "Eye am not a (9)!... EYE AM THE STRONGEST!!!" >w<
I was bored.
The animation was intended to be longer. It was supposed to be her spinning in and then laughing and then walking out because no one was noticing her.
Sadly, my animation skills still need some work, so I decided to just make her laugh. ;

My first real attempt at animation...
Art done in PS Essentials 7... animation done in GIMP 2.6.11 - A.K.A. THE STRONGEST manipulation program. >w<

[UPDATE]: Edited it slightly... a few frames got interchanged ruining the animation slightly. Sorry bout that.
[UPDATEx2]: Edited the eye animation a bit... hopefully to reduce the 'evil eye' and 'sexy-brow maneuver' it's been doing
[UPDATEx3]: Slightly lowered the frame rate... looks more fluid now.

It was a joke based on the manual of one of the games. Basically, ZUN listed down the basics and entry (9) was listed as "baka"(idiot) and Cirno was the character beside the number. Basically (9) means stupid.

Oh very cool. Congrats on your first animation piece. You use GIMP? How hard is it to animate using that? I mean I'm only used to hearing Flash being used and whatnot ... GIMP is open source and awesomesauce and I'd like to try animate with it if it's doable.

It's quite easy since you need only to import all the frames as layers in a new file, then save it as a GIF file. It will only be a matter of fixing your frame speed. GIMP also has an animation preview option in the Filter menu, so you can see your animation before you finalize it as a GIF.
Sad thing is that you can only save animated files in GIF, thus limiting color quality. Still gonna try and see if it has other capabilities, though.

Sounds cool, I may give it a shot eventually. Even if GIMP is limited to GIF, it's still a good way to practice the basics before moving into heavier Flash-based stuff. Good luck in working with it further!
