Well, the Avengers finished building their new brutality, concrete block of a headquarters and while they had lost their government sponsorship, they now got a new deal by working with the United Nations. Which made their scope more global. They voted on a new regular line up, chose seven reserve alternates to back those members up if like, they were away in Asgard or space or had to go to the dentist of something.
And most of the line up and reservists were longstanding members like Cap and Thor. One surprise reservist was Spider-Man who they just had a big storyline pointing out how bad of an Avenger he'd make...but hey, let's all just forget that.
Another surprise reservist was this guy: former Spider-Man and Fantastic Four villain, Flint Marko, the Sandman. He has reformed and played at being a force for good for many years (even becoming chums with Ben Grimm, the Thing), and helped Spidey out on many occasions.
He's still not someone you want to allow to sit on your couch, though....cuz good or evil, he's still made of sand.
