So after he went nutty and took over the world's computers, the US government asked Vision to quit the Avengers. He and Scarlet Witch left the team for a bit. But the second they rejoined (on the West coast branch this time), the U.S. and other world governments had Vision kidnapped and dismantled, his mind and emotions wiped.⁣

The U.S. Government let the team have him back and they reassembled him, but he was an emotionless husk.⁣
⁣
On top of this, the Feds said to regain their Government clearance, the Avengers had to allow a federal agent on the team. And being the creative geniuses they are, the Feds sent a guy literally named U.S. Agent.⁣
⁣
This guy, real name Jack Daniels, was a huge asshole. Hawkeye, previously the team's main asshole, pretty much instantly got in a fist fight with him and quit the team in a huff. ⁣
⁣
And unbeknownst to the Avengers, he was really a man named John Walker, who the world thought was dead. He was formerly a terrible, rightwing superhero named Super-Patriot, who, when Steve Rogers briefly gave up being Captain America, was appointed the new Cap in his place. ⁣

But, again, huge asshole. He did a terrible job and killed and maimed a bunch of people as Cap. He was more like Captain 'Murica, amirite? Eventually they found out the Red Skull was behind the whole thing, beat him up and Steve became Cap again.⁣

John Walker was seemingly assassinated. But, because comics, he was really given plastic surgery, voice lessons, some SLIGHT brainwashing, and a new identity. Now he had conversations with a photo of his dead parents and barely contained his violent impulses. For America! Classic Avengers material, right there
