After several costly encounters with some bad guys that the city of Sea-Side’s insurance won't cover Mayor Dixon has had it with Gear Head's "so called heroics". Now with elections right around the corner Gear Head is being blamed as the sole responsible party for the new hike in property and city service taxes to cover the clean up and restoration of the city.
With that in mind the mayor is having Gear Head shadowed by city accountant and former Pro Volleyball player Larisa Cohan, to keep an accurate account of his liability in his protection of the city, to see if the city of Sea-Side can even afford to keep a hero like Gear Head around or to see if its more cost effective to just let Baron Von Evel Satan destroy the city.
