I used Bezier curves (can be done any vector graphics editor) to ink the pencil-drawn character, and then exported the lineart into a bitmap at a very high resolution. I filled the white areas with solid colors and added shading using Lighten/Darken and Dodge/Burn tools in Paint Shop Pro (Photoshop has them too). Then I blurred out the colors layer so that they overlapped the lines, and used it to add colors to the lineart.

The background is just randomly placed colors and my attempts at adding some depth to it using Lighten/Darken/Dodge/Burn.
