Box cover art done for "Imperial Entanglements" expansion set for Star Wars LCG by Fantasy Flight Games. I wonder if it's because Disney has officially decreed that the Expanded Universe never happened and Thrawn is no more.

Truth be told, in the new continuity, I can see Thrawn sitting quietly on the sidelines, observing the action from a distance, plotting all the while.

Hope not. There's no reason to say Thrawn still existed, just never made an impact in the rest of the universe. For all we know thirty years on he's still in the unknown regions busy making his empire of the hand instead of challenging the First Order.

"Word of God" is that the Expanded Universe as it was known until about 2014 never happened. Frankly, it was a hot mess and if you wanted to do anything new with Star Wars "canon" it had to be scrapped. It didn't help that George Lucas pretty much approved any competent author's ideas for Expanded Universe novels. Because of that R.A. Salvatore, author of dozens upon dozens of schlocky D&D books, (among others) came in and basically ruined everything for future authors.

Some things of the Expanded Universe have crept back in to the lore through various means. For instance, the Comical Vice Admiral Screed was mentioned in Tarkin, which is now canon (even going as far as to mention his cybernetic eye).
So if Screed, a persona from the saturday morning Droids cartoon has a chance of making it back in, I think Thrawn does as well. But he might not fully return until after Episode IX happens, so he can weave around the new established narrative. I still accept his presence in TIE Fighter for example, which chronicled his rise to Grand Admiralship, and that was between ESB and RotJ.

Tarkin also referenced a bunch of elements from Darth Plageus (which is a nice touch, and understandable as the same author wrote both books). Which is good, while something like Wookiepedia won't take this as evidence to re-canonize some of the older works, they're nice hints to allow fans to keep enjoying their old books.
Honestly, I feel anything before Return of the Jedi has potential to still be ambiguously canon unless contradicted otherwise. That way, the Tales of the Jedi and KOTOR eras can sit in relative peace for a while, I dunno if Disney will want to rewrite that anytime soon.

Well personally I do hope they bring him over to the new canon in some form or another even if its a completely new character but heavily inspired by the EU Thrawn.

I think he was a perfectly good character who deserves to continue to exist, but now the Mouse is in charge so you never know.
But given what they've done with Marvel you have to admit Star Wars could be in worse hands... Like George Lucas...
