The way I see this working is as a magical gender lottery. Someone steps into the machine and the reels automatically move to whatever gender they have now. Then the reels spin and one at a time they stop, transforming a different part of the person's body to match the selected gender.
The first reel determines bust/chest, the second determines genitals/pelvis and the third affects the mental outlook. Note that the third reel doesn't change desire or attitude. If the person didn't want to be changed, that won't be affected. But they'll take on the characteristic mental aptitudes of the selected gender.
Could be a blessing for the small percentage of people who feel they were born the wrong gender, but there's 7 chances in 8 that it will produce something totally not wanted!
That's my take on the idea anyway, for what it's worth.

Stage by stage... doesn't seem like even the final stage changed anything personality-wise though.
