The pose gives it away, It's Lee Rekka, he one and only! Best character in the game xD God I love that game, finally someone who knows it.
He's not my favourite (Kojiroh) but ironically he's the charachter I play the best. I once played in a tournament with him, and beat 37 people in a row without dying, ah, memories. I'm glad I have an emulator-

He seems a little too stern to be Fong Sai Yuk, so I would go with Wong Fei Hung or Lee Rekka. Great picture.

yeah, they were awesome movies, I liked the Fong Sai Yuk movies better than the Wong Fei Hung ones; they weren't as serious and I was also annoyed by his "No Shadow Kick" in the WFH movies >_>

I think once Upon A Time in China was more serious than the Legend/Fong Sai yuk as it was based on an actual historical person rather than just a bit of variosu people all rolled into a comedic action hero.
But either way is a good image, and great characters. ^^
