Actually, KRILLIN asked the dragon to make both she and 17 human. However, Shenlong said it was beyond his power to do so.

So, he instead wished that the bombs inside them were removed. He did grant that.

So, yeah....she's still a cyborg. (If she was human she wouldn't have all her powers anymoe.)
