Stumbled upon this picture and saw your question! maybe i can help. You save the Jpeg of the blank meme to your computer, then Right click, "Open with" and select paint tool sai. If its not on the list click "from another program" and so on. Once you have it open just create yourself a new layer and away you go, You're frolicking upon Memes after Memes after Memes!
