Word "Cirno" in russian but a little distorted - with "Π©" (Sch) instead of "Π‘" (S) and with "Πͺ" (phonetic sign) instead of "Π" (E) or "Π«" (untranslatable vowel).
Actually in Russian Cirno's name looks like "Π‘ΠΈΡΠ½ΠΎ" or "Π‘ΡΡΠ½ΠΎ". "Π©ΠͺΠ ΠΠ" is a funny version in Upyachka style. Invented, apparently to emphasize Cirno's stupidity.
Another interesting fact:
"Π‘ΡΡ" = "Cheese"
and this means that "Π‘ΡΡΠ½ΠΎ" is an adjective "Cheesy".
