Actually, the eyes are right. As someone who studies the art of Dragon Ball, Tullece's eyes were like that in the movie.

Comparing it to the SSJ model of Goku, i'd say it's more of an artist's thing. See, to get Goku's eyes from the Freeza arc, which is the style used by Movie 3, Goku's design essentially took the evil eyes and changed them very slightly. To make them evil, very little modifications were needed. Bardock is a good example of this.

Key word there is "Expression." The eyes are still the same. I will point out, also, this explanation loses the detail that Tullece's hair has a slight difference in that it has a point to the side like devil horns, so I'm not completely sure if this statement is reliable. Still, it is from the creator who was also the chief animator, so you have a good point. I just believe, given Super Saiyan Goku's eyes, that Goku is just as capable of making that expression as Tullece. He just doesn't because he's Goku.
