This wouldn't be too bad. You could turn NYC into a modern-day Venice, and rebuild from the point where the skycrapper jut out of the water.

I am guessing that what NYC would look like if the Snow did melt a little in The Day After Tomorrow afterwords. I hope my state never becomes like that, than where I live would totally be underwater which is Long Island.
