Hi there! First off, definitely start with reading the Aftertale and Errortale original, canon comics. Here are their links:

This comic is a 'what if Geno and Error met and something bad happened' sort of thing. None of it's canon, and we're only in chapter 1, so as the comic continues things will begin to make sense. But right now there's a lot going on, so if you don't know what's quite happening, you're in good company.

Code overlayed over OT Sans. Because he's glitching or because we're seeing through Fatal's eyes and that's just how he sees the world...?
Fatal seems to be reacting in a similar way to how Error did when Error first exited the Anti-Void. The colors overwhelmed him and he had an intense urge to get away and back to the Underground. We can't really see Fatal's thoughts like we could Error's, so I'm just guess there...
Also, I'm thinking that Error saw something less colorful, and Fatal saw this thing even more colorful and complicated. He's reacting slightly more, but it doesn't look like a full-on meltdown or panic attack? Probably because in the Save Screen he could still watch the Timelines. True, Determination and seeing his family repeatedly killed probably drove him somewhat insane, but he's not being overwhelmed by something like color because he's seen it before, presumably recently.
...I was in a rambly analyze-y sort of mood.
