It should be noted that this is only the servants I've made pictures of. I made others as well, and I may make another tier list after I make their pictures. This tier list is based on who the most powerful servant is. Now, an explanation from F to S:

F:
Augustus and Aslaug: Those two are basically useless in a fight. Aslaug can do some damage against dragons, but that's it. And Augustus has a pretty powerful noble phantasm, but chances are that he won't live long enough to use it.

E:
John Snow: He isn't much of a fighter, but he is elevated above the others because he is a good healer and his noble phantasm costs less mana than Augustus'.

D:
Laura Talbot: Laura's werewolf form is incredibly powerful and she would be on B-Tier if it was just that. However, she doesn't know how to fight at all in her human form and is fairly weak in it.
Julie D'Aubigny: Julie is a tremendously skilled fighter who never lost a duel. However, that's really all she has going for her. While her skill is great, she cannot stand up to the more powerful saber-class servants. Her noble phantasm is pretty powerful, but it is the sort of thing that can be dodged pretty easily by lancers, riders, and archers as well as certain servants from other classes. It is anti-fortress, but projects out more like an anti-army np.
Macbeth: Macbeth is on the bottom of D-Tier. He is an assassin that can stand up in a fight; however, he can't last long against other servants and he isn't very good at being stealthy, though he is decent. He's a strange hybrid that doesn't do either the best.

C:
Cynane: Cynane is pretty powerful. She is a good fighter and has a great noble phantasm. She is in C-Tier, but specifically C++ tier. If her legend was just a bit stronger and her parameters were just a bit higher, she'd be in B-Tier.
Leif Erikson: Leif is an above average fighter, though he doesn't like fighting. His noble phantasm, while not very powerful, is very useful. He isn't anything special as a servant, but is a decent choice.

B:
Ivar the Boneless: Ivar is a great archer with a powerful boy and a really strong noble phantasm. However, his legs don't work, and that prevents him from being A-Tier.
Masamune: Masamune is a good fighter with good armor and a good noble phantasm. She isn't quite powerful enough to make A-Tier, but she's still a great servant.
Zenobia: Zenobia is a good fighter with a great noble phantasm, but she isn't quite as good as the others of her rank.

A:
Gustava and El Cid: I rank those two at equal power. El Cid is on the level of a knight of the round table with a big power boost when in single combat and a noble phantasm that makes unworthy opponents flee from him. However, the single combat boost means that he cannot receive help if he wants it and if he's up against multiple worthy opponents, his noble phantasm won't really help. Though he's still a really good fighter without those. Gustava is a tactical genius and a great fighter. Her mount is not as fast as those of other riders, but it has enough power to make up for it. She also has a powerful noble phantasm and is very versatile with her skills. El Cid is a better fighter than her, but her abilities are overall more useful than his.
Hannibal: Hannibal is a very strong servant. His mount and noble phantasm are really powerful and he has great tactical knowledge. The problem is that he's only an average fighter if you take those away and his mount is unwieldy in certain close-quarters situations. Still, he's really powerful, especially with his strategy.

S:
Chernobog: Chernobog is a divine spirit in the same vein as Ishtar, Quetz, and Eresh. She is simply more powerful than every other servant here with abilities that outrank their's by a good deal.
