Well, in photoshop I use a simple round brush to build up colors and then the smudge brush with textured tip to blend. Other than that its just eyeballing the right colors and the right shade positioning.

The smudge brush?, I haven't used that one in a while... I mostly uste the brush and the properties, I think I'll give it a try =3, thank you for the tip, I hope I can paint like you

I don't really think it's about "improving", your art is pretty damn good. It's about giving him facial traits that are more fitting to the Rockman character. Unless you were going for a more mature Rockman...
Remember that he's most usually portrayed as a 10-12 years old with big healthy round cheeks
