It isn't a PSD that you get, you should be getting an ASL file called Chrome.asl. You can just double click it and it will automatically install, however that's just a temporary install, if you want it permanent, follow what I said below.
(MAC OS)

After downloading, open 'Applications' - 'Adobe Photoshop' - 'Presets' - 'Styles' and drag or copy the .asl file to that folder. Once the file is in the folder, double click it and it will be installed.

(PC)

After downloading, open 'Program Files' - 'Adobe' - 'Adobe Photoshop' - 'Presets' - 'Styles' and drag or copy the .asl file to that folder. Once the file is in the folder, double click it and it will be installed.
