This is way better than the original, I actually like the bubbles and what they add for the photo. I'm actually glad you removed the ghost like design of the character since it did feel a bit random, and the brighter color really helps a lot.
With that said, I don't know how I feel about the closed eye. While it is a good attempt to vary up the expression on the character it doesn't look right, perhaps if the eye lashes weren't so far out it would make sense.
I also wouldn't mind coloring the background, the original picture color despite me not liking the design. The background color was a good touch to make it seem underwater. This could have used that.

I selected the areas i wanted to blur , and then i used the ''gaussian blur'' filter!
