I'd imagine it's the other way around. But then again, my current vision of the Naruto cast is Martin Billany's (Little Kuriboh's) version, in which Naruto rapes Sasuke in the third episode for the most hilarious scene in internet parody history.

I'd imagine, if they were gay with each other in canon, they'd be competing for dominance with every alternate step, so you could say they'd both be seme.
But Martin's version of Naruto is LOUD and ETHICALLY QUESTIONABLE!!, while Sasuke's all quite and passive-aggressive, which makes for epic lulz that gets even a straight guy like me into the yaoi.

I'm surprised that Naruto is so often depicted as Uke when the moment the yaoi fangirls always point to for proof is a result of them have a bull-headed manly staring contest. I don't recall saying "God, they're not fucking gay, you retard." But whatever. I know a thing or two about bending canon for the purposes of Shipping, since I ship Rydia/Cecil in Final Fantasy IV and, depending on my mood, either Link/Hena or Link/Agitha in Twilight Princess.
(Though just for the record, Naruto is definitely not gay. Friggin' pervert takes after both of his white-haired teachers. Not certain about Sasuke though.)
