Start with something cute and work your way from there. Usually easier to make an OC when you brainstorm qualities and whatnot.
Careful. The cuter the deer character the more you get sucked in. Not always a bad thing but mine is so adorable I'm getting cavities

It's sometimes hard to think of OC's but if you keep scribbling around with different ideas, eventually you can come up with one, that's how I got some of mine

Making OC's is always a daunting challenge. But I don't see a lot of cervine characters around, so I really hope you flesh this out more!
Now time for my two cents: I would say you are on a good start. Make about four-six more headshots (Sketches count) to get the head exactly how you want, as that is what people will notice first! After that, slowly work the way down the body with torso stuff then limbs. After all of this, you will have about a million and a half sketches that you will hate and one that will be the final version that you love!
Gosh I love designing characters. Yet I only draw a handful of mine and let the rest kinda sit in the gallery... Doing nothing... So much time wasted on them ;-;

This isn't much of advice, but I see so many OCs get traded off or forgotten because someone loses love for them.
I personally find that I become more attached to an OC if they share some sort of quality with me. Mostly an emotional quality.
So you might want to try putting a similar quality into it, but not too many.

I made a bunch of OC's actually. It's kinda simple. You draw a body for the OC after you decide the species and gender, and give tell about what they like and don't like at first. You slowly start to give their story as they get a little more attached to you.

Well if you want perfection, that is impossible. I think of perfection as the climax of someone's opinion. It is everything that they love and adore wrapped into one object. Now what you want sir is a character that is interesting to write about, much like the FnAF cast or Markiplier. What do you think of as an interesting character to you? Or, if you feel like it, create a character after your own heart! Give all of what you love and hate to another character that you feel is you.
