It's an early 2000's Mcfarlane Toys piece. The base is the top of a tank of greenish liquid with cables coming out into her back and neck and more going into a junction on her left breast. She has no skin and you can see some cybernetics. Maybe that's what the tank is for, covering her in synthetic skin!
