I dunno who she is... never seen her before... I know that Wile E.'s father is Cage E. Coyote and his mother is Mary Coyote... but I don't know about Tech's parents...
No, he's not a cyborg... a meteorite hit the planet of Acmretropolis in the year 2771, knocking it off of it's axis, causing ppl and creatures to mutate and stuff...
So now Tech can regenerate and levetate, bend and melt metals with his hands... it's all very awesome...
